Enterprise is priced as a compliance and insurance assurance product for the GC coordinating the site, not for every truck or sub working on it. Subcontractors do not buy their own account; their trucks are added as track-only driver seats under the GC account at no extra cost to the sub. The GC pays because boundary and compliance liability sits with them.
